As per United States Army Regulation 210-35

“e. The Assistant Chief of Staff for Installation Management will—

(1) Execute the Army Civilian Inmate Labor Program.

(2) Develop and implement policy and procedures for using civilian inmate labor and establishing civilian inmate prison camps on Army installations.”

 

Exactly why is this legal? When is it ever necessary? Somehow military authority doesn’t seem legitimate over civilians, prisoner or not. It sounds like something Rome did to its convicts.
